Program Overview

The Small Business Capital Access Program provides funding and coaching to small businesses to unlock their potential to grow, scale, create jobs and fuel wealth creation.

This program is funded by the Virginia Department of Housing and Community Development (DHCD) through their Virginia Small Business Resiliency Fund program. 

All program participants will receive:

1) Zero-Percent Loans: LISC VA offers 0% financing to help grow local businesses. Loans range from $10,000 - $50,000 at 0% interest and with no-fees to help expand their business.

To be eligible for this program, your business must meet the following criteria:
  • Geography: Businesses located in the City of Richmond, Henrico County, Chesterfield County, City of Petersburg, City of Hopewell or City of Colonial Heights
  • Longevity: Businesses with at least 2 complete years of operating history
  • Employees: Business that have 2 or more employees (sole proprietors and non-profits are ineligible)
  • Revenue: Businesses with a gross revenue of at least $50,000 (based on 2020 or 2021 tax returns)

Loan Information

Loan Usages:

  • Hiring new staff
  • Equipment, supplies, and inventory
  • Marketing and consultants
  • Website development and improvements
  • Refinancing high-interest loans and debt
  • Leasehold improvements and renovations
  • Certifications and trainings
  • Bridge financing for contracts

* Special consideration will be made for funding requests that help businesses create new jobs.

LISC is a nonprofit organization that is generally exempt from taxation under Section 501(c)(3) of the Internal Revenue Code and was formed to further charitable purposes.

The below questions seek to determine how your business’ participation in this program furthers LISC’s charitable mission.

Providing demographic information is optional, and you are under no obligation whatsoever to provide such information.

Your responses will help us be responsive to government and private funders, who are increasingly asking for this information and promote our own accountability to LISC’s goals and mission where we aim to scale proven solutions, seed new ideas for closing racial health, wealth, and opportunity gaps and build the capacity of our partner organizations to do so.

If your initial request for financing is accepted, you will need to provide the documents listed below. We encourage every business to gather these documents, and make sure they are active and in good standing with the related government entities.
  • Active Local Business License
  • Virginia State Corporation Commission Good Standing Certificate (Corp.) or Certificate of Fact of Existence (LLC)
  • Corporate By-Laws or Partnership Agreement
  • Business Tax Returns: 2021, 2022, and 2023
  • Financial Projections: 2024 and 2025
