This Expression of Interest (EOI) form captures preliminary information for a business seeking funding from the Henrico County Small Business Resiliency Grant (SBRG) Program. Before proceeding, we recommend that respondents read the online program webpage and FAQ for more information.

Terms and Conditions
Applicants may apply once for this round and for one business only. For business owners with multiple businesses, please complete this application based on the business that aligns best with the program. This grant is limited to one grant per individual and business tax ID. Awards will be made to qualified businesses, and eligibility is based on accurate and complete submission.

EOI Overview: The EOI process is used to determine each applicant's preliminary eligibility for the SBRG. In addition to meeting the eligibility criteria related to business attributes and business type; eligible businesses must be located in Henrico County and serve a Low- or Moderate- Income Area in Henrico County, as defined by HUD as being an aggregation of census block groups with at least 51% of households under the U.S. Department of Housing and Urban Development (HUD) 80% LMI threshold.

EOI Process:
  1. Business owners will complete online EOI forms and LISC Virginia will conduct a preliminary review of each applicant’s eligibility based on the information provided.
  2. Henrico County Department of Community Revitalization (DCR) will verify that businesses are current on all Henrico County taxes, fees, filings, and utility payments (or able to become current) and serve a low-to-moderate income service area, as outlined in the EOI Overview.
  3. LISC Virginia will notify all businesses of their eligibility determination via email:
    1. If it is determined that the business does not serve at least 51% LMI households, the business can provide their own documentation for DCR review to demonstrate that they meet this criteria.
    2. If your business is determined “eligible” for the SBRG, they will be invited to participate in the SBRG's application process. A determination of "eligibility" does not guarantee a grant will be awarded to your business.
  4. Following determinations of eligibility, businesses will be subject to a due diligence review by LISC Virginia as part of the application process. Businesses will be required to submit supporting documentation to demonstrate eligibility as reported in the EOI form. A list of supporting documentation required is included on the FAQ page. We encourage applicants to begin gathering these documents in the meantime.
Privacy: Information provided through the application process is the responsibility of each applicant. Applications submitted to the portal remain confidential to the general public and any fellow applicants. Applicants will not hold LISC, Henrico County, its affiliates, members, partners, and staff liable for any losses, damages, costs, or expenses, of any kind relating to the use or the adequacy, accuracy, or completeness of any information loaded in the form. Conflict of Interest: Current directors, officers, employees, and contractors of LISC and such individuals' family members (spouse, parents, children, grandchildren, great-grandchildren, and spouses of children, grandchildren, and great-grandchildren), and any other person who may have a conflict regarding the use of CDBG funds from Henrico County are not eligible to apply for or seek an award.

Publicity: If awarded, please be advised that the business/applicant’s application information, name, statements, and other information provided during the award process may be used for promotional purposes in all forms and media and the business/applicant may be contacted by LISC and/or the program sponsors for such purposes. Applicant grants to LISC and the program sponsors (Henrico County and the US Department of Housing and Urban Development (HUD)) a perpetual license to use such information without additional compensation (except where prohibited by law), and without any right to review and/or approve such content. Until notified otherwise, applicants must agree not to share any status as an eligible business publicly, including but not limited to all social media platforms, news media, or local publications.

Monitoring: This program is funded with federal CDBG funds through HUD. LISC, Henrico County, and/or HUD may review, monitor, or audit this program. As part of any review, HUD or Henrico County may require access to documentation demonstrating funds provided to any business were used in accordance with the application submitted and program requirements. Failure to provide requested documentation to LISC upon request may require repayment of grant funds.

Submission Guidance: It is recommended that before completing and submitting the online form, respondents save their answers in a separate backup document, as your work may not be saved if you leave the web page before submitting the application. You may also lose your work if your internet is disconnected, or as a result of other potential web browser issues. We cannot accept changes to your application once it has been submitted, so please review it carefully. You will see a confirmation page after successful completion of this application.

Ineligible Businesses
Please read this section carefully. The following businesses are ineligible for this grant:
  • A private club or business that limits membership for reasons other than capacity
  • Government-owned business entities 
  • More than one related business entity (e.g. shared ownership, subsidiary or “sister” business)
  • Businesses that derive more than 33% of gross annual revenue from legal gambling activities
  • Businesses engaged in pyramid sales
  • All home-based businesses including home daycare centers
  • Any business where entry or sales of primary goods is limited to persons 18 years of age or older
  • Payday lenders, credit unions, banks, check cashing and other financial institutions
  • Fortune and palm readers
  • Real estate and property management companies
  • Airbnb or other property or vacation rental 
  • Hotels, motels, bed and breakfasts, other lodging
  • Insurance companies
  • Travel agencies
  • Financial advisors
  • Accounting and management firms and law offices (tax preparation services are allowable)
  • Nonprofit organizations
  • Mobile business and on-line only businesses with no permanent physical location
  • Businesses that provided products or services targeted to primarily upper income households as determined by DCR and Virginia LISC
  • Any business or services where most of the customer base or sales are from outside the Richmond MSA

Grant Usage
Grant awards will range between $10,000 and $25,000Grant funds must be used to assist businesses in transforming, shifting or pivoting their business model or operations toward safety, sustainability, and/or profitability in response to the COVID-19 pandemic.

Allowable project activities and expenses include:
  • Creating new products/services related to the core business
  • Installing, upgrading, and modernizing technology for e-commerce
  • Assistance rehabilitating commercial space to more efficiently serve customers, enhance employee and customer safety, or improve business operations (only certain soft costs are reimbursable, such as design and project management costs)
  • Retooling, replacing, or purchasing equipment or operating supplies directly related to the transformation
  • Consulting services to facilitate strategic planning, business transformation including marketing, web design, operational strategy, etc.
  • Training for employees related to implementing business operation changes
  • Costs associated with the design, permitting, or construction management of business modifications that are allowable within the parameters of the existing zoning and meet all other legal requirements governing the operation of the business
Non-allowable project activities and expenses include*:
  • Equipment or supplies not directly related to the transformation
  • Labor provided by employees of the assisted business including work related to the transformation
  • Goods purchased or services completed by businesses prior to grant awards
  • Costs covered by any other grant program, either governmental or private
  • Due to environmental review requirements and federal labor regulations, no grant funds will be spent on construction activities or physical changes to the business. Certain interior maintenance activities may be allowed with prior approval from the CDBG Program Manager for Henrico County
* If a business applicant proposes activities and expenses not addressed in the above allowable and non-allowable activities and expenses sections, LISC and DCR reserve the right to review each scenario and make determinations using the intent of the program and DCR and HUD requirements.

Other Funding
Recipients of PPP, EIDL, or any other government or private COVID relief funding are eligible to receive SBRG funding. However, SBRG funds cannot be used to pay for any direct costs already covered by another relief fund.

For example, you cannot use SBRG funds to pay for plastic partitions or other safety equipment if you already received other funds dedicated for the same plastic partitions or other safety equipment.

The next portion of the survey requests optional demographic and socioeconomic data related to the lead business owner. While demographic data is optional at this point in the process, any business owner who receives a grant award is required to report race, ethnicity, and income. This data is for reporting purposes only and does not impact eligibility for this program.
