This form has been designed to help child care centers, Community Development Corporations (CDC), and other eligible organizations access funding from the Rhode Island Child Care and Early Learning Facilities Fund (RICCELFF), part of Local Initiatives Support Corporation (LISC), to develop, expand, or improve early childhood facilities in Rhode Island. All organizations should consult with RICCELFF staff prior to submitting a funding request. Before a funding decision can be finalized, a site visit may be made by staff or consultants, and additional documentation may be requested to gain a better understanding of your program and your facility plans.

Applications for the 2026 Child Care Facilities Planning Grant Program will be accepted starting on January 23, 2026. Decisions will be made on a first-come, first-served basis, depending on availability of funds, and we will provide an answer within 30 days of receiving your application. Projects should be completed by November 30, 2026, with the possibility to apply for a one-year extension.  


Applicants must have a Unique Entity ID and active SAM.gov registration – not debarred or suspended – and must have the ability to comply with requirements of a federally-funded facility project (including written procurement policy, maintenance of financial reports to show and account for the uses of grant funds, provision of audited financials or acceptable alternative, etc.).

Eligible applicants should demonstrate a commitment to provide early childhood care and education to low‐income families with a public subsidy, or a commitment to offering a favorable, long-term lease or a lease-to-own scenario, and being partnered with or committed to partnering with an eligible child care provider.

Grant-funded activities may include (but are not limited to): 
  • Professional architectural design services for project feasibility and concept design. 
  • Professional landscape/playground design services.
  • Site analysis. 
  • Engineering studies.
  • Legal services (e.g.: hiring a land use attorney to pursue a change in zoning for allowable use). 
  • Environmental survey and review.

Our staff and consultants will work closely with you to gather information about your organization and proposed project. 

If your organization is selected to move forward in this grant process, you will be notified via email. Being selected to move forward in this process does not guarantee a grant will be awarded. Additional documentation may be required in order for us to perform the due diligence required by the Grant Program’s funding source. As you respond to the questions in this form, and as additional documentation is requested, please feel free to consult with RICCELFF staff who will help you through the process and ensure that they have an accurate picture of your program and project. 

If the due diligence step is successfully completed, we will ask for your business's Form W-9 and banking information so that we may reimburse your grant-funded expenses by ACH transfer to your designated account. If your W-9 and banking information do not match your application, you may be ineligible to receive grant funds. 

Privacy: Information provided through the application process is the responsibility of each applicant. Applications submitted to the portal remain confidential to the general public and any fellow applicants. Publicity: If awarded, please be advised that the business/applicant’s information provided during the award process may be used for promotional purposes in all forms and media and the business/applicant may be contacted by LISC or the Program sponsors for such purposes. 

Conflict of Interest: Current directors, officers, employees, and contractors of LISC and such individuals' family members (spouse, parents, children, grandchildren, great-grandchildren, and spouses of children, grandchildren, and great-grandchildren) are not eligible to seek an award.

Monitoring: LISC may monitor and conduct evaluation of activity funded by this Grant Program. This might involve a review of quantitative or qualitative data and review of financial reports of grant revenue and expenditures.
