LISC Phoenix and the Arizona Community Foundation are looking to address the need for more affordable housing development in Arizona by providing technical assistance to emerging developers and nonprofits.

In communities around the country, LISC launched the Housing Development Training Institute in response to an unmet educational need for a comprehensive program to develop the skills of the staff of community development corporations. The goals of the HDTI program are:
  • Increase the development capacity of community-based nonprofit development organizations by providing practical, comprehensive, and intensive skill training in affordable housing development and community development strategies and techniques.
  • Increase the supply of affordable housing through the program's emphasis on production as part of the learning process. During the duration of the training program, each participant may work on an actual housing development, applying the lessons learned during the workshop and creating a real-life context for the training.
  • Foster a network of project management professionals who serve as a resource to each other, share information and provide peer support throughout their careers.

This application will help us better understand the specific training and technical assistance needs for our first cohort of participants here in Arizona as we customize the program.

2026 Cohort Information


Learning structure includes: 11 two- or three-hour virtual seminars and learning sessions, and four half-day afternoon in-person sessions for a total of 48 hours over four months. All virtual sessions are held on Tuesday mornings and in-person sessions are held on Tuesday afternoons. *Some exceptions apply with advance notice.

Participants build skills across key areas of housing development, including:
  • Predevelopment planning and project feasibility
  • Proforma development, financing and underwriting fundamentals
  • Zoning, land use, and permitting pathways
  • Preservation, rehabilitation, and supportive housing models
  • Community engagement and project management
Who Should Apply?
This program is designed for nonprofit and mission-driven organizations in Arizona that are actively engaged in or preparing for housing development. Applicants should be committed to fair and accessible housing solutions and collaborative, cohort-based learning.
